Oscar rapidly developed into a tropical storm to the east of the Turks and Caicos Islands in a small area of favorable conditions. The low-level circulation began to form early in the morning in an area of light shear and very warm water which allowed intense convection to develop. However, the window of favorable conditions will only last for another 12 hours. Oscar will run into strong southwesterly shear and dry air via a trough over the western Atlantic. Oscar will be forced to move to the northeast by early next week and lift into the central Atlantic next week. Oscar is no threat for the United States.
