Tropical Depression 13 developed this afternoon. Its low-level circulation was located under some convection southwest of the Cabo Verde Islands.  TD13 is under significant shear from the outflow of Hurricane Kirk.  However, as Kirk lifts to the north, TD13 will move into a favorable environment to steadily intensify into a tropical storm and by this weekend, into a hurricane.  TD13 is likely to be influenced by a trough in the central Atlantic and begin to turn northward by early next week.  However, TD13 may not be drawn into this trough and could return to the west towards the northern Leeward Islands or north of the Greater Antilles by next week.  In this environment, TD13 could potentially intensify into a strong hurricane.
